Jeff Pottinger, managing director at Cowan & Associates and the president and CFO of the company had discussed whether to bid on a solicitation to support the Naval Supply Systems Command requirement for change management support and were close to making a decision. Then Pottinger noticed an email notification from the Contracting Officer regarding answers to questions submitted by interested bidders. After reviewing the questions and responses, Pottinger saw that the due date for responses was extended to June 5, 2012, giving him more time to write the proposal should his company decide to pursue it.
